Focusing on Six Aspects in Fully Implementing the Guiding Principles of the Eighteenth National Congress of the CPC

The Eighteenth National Congress of the Communist Party of China (CPC) was an extremely important conference, coming at a decisive stage of China’s efforts to complete the building of a moderately prosperous society in all respects. Holding high the great banner of socialism with Chinese characteristics, carrying forward our causes, and uniting us in common endeavor, it was an essential meeting for enhancing the cohesiveness of the Party and the army, winning popular support, and promoting the cause of the Party and country. Under its underlying themes of holding high the great banner of socialism with Chinese characteristics and following the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, and the Scientific Outlook on Development, the congress analyzed international and domestic developments, reviewed our work over the past five years as well as our efforts and historic successes since the Sixteenth National Congress of the Party, expounded on the historical significance of the Scientific Outlook on Development, set forth the basic requirements that we must adhere to in order to achieve new victory for socialism with Chinese characteristics, defined the goals of completing the building of a moderately prosperous society in all respects and deepening reform and opening up in an all-around way, adopted a comprehensive plan for promoting socialism with Chinese characteristics under contemporary conditions, and put forward clear requirements for making Party building more scientific in all respects. The report to the Eighteenth National Congress of the Party has charted the course forward for the cause of the Party and country by depicting a grand design for completing the building of a moderately prosperous society in all respects and accelerating socialist modernization. This report is the crystallization of the wisdom of the whole Party and the people of all ethnic groups in China. It is a political declaration and program of action for our Party to rally the people of all ethnic groups together and lead them to new victory for socialism with Chinese characteristics, and a Marxist guideline document. The amended Constitution of the CPC, which was adopted at the congress, has embodied the achievements made by the Party in theoretical innovation and practical development, incorporated the major theoretical viewpoints and major work arrangements defined by the Eighteenth National Congress of the Party, and set forth clear requirements for carrying out the great new undertaking of Party building in an innovative, reform-driven manner and making Party building more scientific in all respects.

At present, and for a period of time to come, the prime political tasks of the new central collective leadership are to fully implement the guiding principles of the Eighteenth National Congress of the Party and strive to accomplish the objectives and tasks set forth at the congress. In order to do this, we need to focus our efforts on the following six aspects.

First, we need to hold high the great banner of socialism with Chinese characteristics. The CPC has assumed the historic mission of achieving the great rejuvenation of the Chinese nation since its founding. For more than 90 years, through continued efforts to adapt the basic tenets of Marxism to China’s conditions and the underlying trends of the times, our Party has been committed to pursuing its own path. It has, enduring untold hardships and sufferings and paying various costs along the way, successfully carried out the new-democratic revolution and socialist revolution, successfully launched a great new revolution of reform and opening up, and created and developed socialism with Chinese characteristics, thus fundamentally changing the future and destiny of the Chinese people and nation. Socialism with Chinese characteristics embodies the ideals and explorations of several generations of Chinese Communists, the aspirations and expectations of countless patriots, the struggles and sacrifices of innumerable revolutionary martyrs, and the endeavors of people of all ethnic groups in China. Being the choice of both history and the people, it is an inevitable path for China, one that has been determined by China’s social development since modern times. Socialism with Chinese characteristics has not only enabled our country to develop rapidly, our people’s living standards to improve fast, and the Chinese nation to catch up with contemporary trends in great strides, thus creating bright prospects for national rejuvenation, but has also made it possible for the Chinese people and nation to make major contributions to world peace and development. Fact has demonstrated that if we are to develop China, maintain China’s stability, complete the building of a moderately prosperous society in all respects, accelerate socialist modernization, and achieve the great rejuvenation of the Chinese nation, we must maintain an unwavering commitment to upholding and developing socialism with Chinese characteristics.

On the road ahead, we must resolutely hold high the great banner of socialism with Chinese characteristics, adhere to and expand the path of socialism with Chinese characteristics, uphold and enrich the theories of socialism with Chinese characteristics, and maintain and improve the socialist system with Chinese characteristics. Through our efforts to uphold and develop socialism with Chinese characteristics, the basic theory, line, program, and experiences of our Party have gradually taken shape. On this basis, the Eighteenth National Congress of the Party set forth eight basic requirements with regard to what we must do in order to achieve new victories for socialism with Chinese characteristics. These requirements constitute a scientific overview of the new experiences that our Party has gained in upholding and developing socialism with Chinese characteristics, providing answers to the major question of how to uphold and develop socialism with Chinese characteristics by drawing from our new theoretical understanding and practical experience. Therefore, they represent a major theoretical achievement that we have gained in exploring the laws of governance by the Communist Party, the laws of building socialism, and the laws of the development of human society. The Party’s basic theory, line, program, experiences, and requirements underline our overall direction for the long term. For this reason, all of us need to fully understand these things and implement them conscientiously, taking care not to be intimidated by risks or confused by distractions.

Second, we need to strengthen our efforts to study and apply the theories of socialism with Chinese characteristics. Throughout the course of the Party’s long-term efforts to lead China’s revolution, development, and reform, constant efforts have been made to adapt Marxism to China’s conditions. These efforts have led to two historic leaps forward. The first took place during the new-democratic revolution, culminating in the theoretical accomplishment of Mao Zedong Thought, a body of correct theoretical principles and experiences that have been proven during the course of China’s revolution and development. The second took place after the Third Plenary Session of the Eleventh Central Committee of the CPC, culminating in a body of correct theoretical principles and experiences that have been proven through the process of building, consolidating, and developing socialism in China. These are the theories of socialism with Chinese characteristics, which include Deng Xiaoping Theory, the important thought of Three Represents, and the Scientific Outlook on Development. The theories of socialism with Chinese characteristics represent the Party’s adherence to and development of Marxism-Leninism and Mao Zedong Thought. In contemporary China, adherence to the theories of socialism with Chinese characteristics embodies genuine adherence to Marxism.

On the road ahead, we must enhance the theoretical competency of the whole Party. In order to build a Marxist political party that is committed to learning, we need to gain a mastery of Marxism-Leninism, Mao Zedong Thought, and the theories of socialism with Chinese characteristics through advanced study, and firmly establish dialectical materialism and historical materialism as our worldview and methodology. The Eighteenth National Congress of the CPC placed the Scientific Outlook on Development alongside Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of Three Represents as one of the guiding principles that the Party must adhere to on a long-term basis. This dictates that we are required to gain a comprehensive understanding of the Scientific Outlook on Development. With a firm grasp of its most salient features—freeing up the mind, seeking truth from facts, keeping up with the times, and being realistic and pragmatic—we must integrate the Scientific Outlook on Development into the entire process of our modernization and into every aspect of Party building. Through efforts to heighten theoretical competency, we will ensure that all Party members, especially leading officials at all levels, remain firm in their ideals and convictions. We will drive them to become more conscientious and resolute in their unremitting commitment to the cause of the Party and people, and guarantee that they remain firm and faithful in their actions.

Third, we need to press forward with a full range of initiatives for the building of a moderately prosperous society. The Eighteenth National Congress of the Party set out comprehensive plans with regard to the cause of the Party and country in accordance with our overall plan for advancing socialism with Chinese characteristics, which consists of promoting economic, political, cultural, social, and ecological progress. Formulated on the basis of thorough investigations and studies, these plans are strategically tailored to resolving the major theoretical and practical issues that are confronting China’s development at present. With our feet firmly on the ground, we need to ensure that all of these tasks are properly implemented.

On the road ahead, pursuing scientific development must continue to be our underlying guideline, and accelerating the transformation of our growth model must continue to be our primary task. We need to ensure that improvements in quality and performance become the foothold from which we seek further development. We need to promote the simultaneous progression of industrialization, IT application, urbanization, and agricultural modernization; deepen economic reforms across the board; make strategic adjustments to the economic structure; and promote the all-around enhancement of China’s open economy in an effort to promote sustained and sound economic development. We need to continue to develop socialist democracy; unswervingly follow the socialist path of political advancement with Chinese characteristics; maintain the close integration between the leadership of the Party, the position of the people as masters of the country, and the rule of law; continue to make active and prudent efforts to carry out political reform; uphold and improve the system of people’s congresses, the system of multiparty cooperation and political consultation under the leadership of the CPC, the system of regional ethnic autonomy, and the system of community-level self-governance; consolidate and develop the broadest possible patriotic united front; and make people’s democracy more extensive, fuller in scope, and sounder in practice. We need to adhere to the socialist path of cultural advancement with Chinese characteristics, promote the great development and flourishing of socialist culture, deepen the reform of the cultural sector, increase China’s cultural soft power, strengthen core socialist values, enrich our people’s non-material and cultural lives, and enhance their inner strength. In addition, we need to continue to strengthen social development. To do so, we must promote various social programs, strengthen and conduct social management in an innovative way, ensure that all people can benefit from the fruits of development more fairly, and work to create a state of harmony in which all people can give rein to their talents and find their proper place. Moreover, we must continue to promote ecological progress, remain committed to the basic national policy of conserving resources and protecting the environment, give high priority to the fostering of environmental awareness in the overall modernization drive, incorporate environmental thinking into all aspects of economic, political, cultural, and social development, and address the root causes of environmental deterioration, so as to reverse this trend, ensure the lasting and sustainable development of the Chinese nation, and make our contribution to global ecological security.

Fourth, we need to strive to ensure and improve the people’s wellbeing. The fundamental reason why the Party is leading the people in an effort to build a moderately prosperous society in all respects, carry out reform and opening up, and promote socialist modernization is to constantly improve the people’s material and non-material lives and promote the well-rounded development of the person through the development of productive forces. In the end, the effectiveness of any initiative must be judged on the basis of whether the people have genuinely benefited or not. Bringing benefit to the people constitutes an essential requirement for upholding the principle that the Party was founded for the public good, and that it exercises state power for the people. It is an important guarantee for the continued development of the cause of the Party and people.

On the road ahead, we should do more in the interests of the public wellbeing, resolve more of the difficulties that the people face, and seek to make new advances in ensuring that the people have access to education, medical care and old-age care, receive the pay that is rightfully theirs, and enjoy adequate housing conditions, so as to uphold the fundamental interests of the overwhelming majority of the people. We need to adhere to the Party’s mass line, maintain the principle that the people are the major actors in national affairs, concern ourselves with the safety and wellbeing of the people at all times, promptly grasp the people’s thoughts, expectations, worries, and urgent needs, and devote concrete, meticulous, and thorough efforts to our interactions with the public. We need to strike a balance between the fundamental interests of the overwhelming majority of the people, the common interests of the general public at present, and the special interests of various groups, so as to safeguard, realize, and develop the people’s interests in an effective manner. We need to conscientiously implement all policies formulated by the Central Committee for public benefit, ensuring that good policies are well executed and practical measures are fully realized. By doing so, we will guarantee that the care of the Party and government can be extended to the people at all times. Major policy decisions that have a bearing on the immediate interests of the general public need to be made after carefully assessing the risks they may pose to social stability, fully soliciting public opinions and suggestions, and fully considering the ability of the public to cope. This will allow for issues and conflicts that could affect public interests and social stability to be resolved prior to the making of decisions. In order to appropriately resolve issues of strong public concern, we need to step up the responsibilities of those in charge, make improvements to the related systems, hold individuals accountable for implementation, and bring about concerted efforts among relevant departments. All violations of disciplinary codes and laws and cases of negligence and dereliction of duty that are detrimental to the rights and interests of the public must be resolutely investigated and punished without any hesitation or tolerance.

Fifth, we need to comprehensively press ahead with the great new undertaking of Party building. Under new conditions, our Party is facing a number of new situations, problems, and challenges in its self-improvement efforts. Therefore, the task of upholding the principle that the Party should supervise its own conduct and run itself according to a strict code of discipline is more formidable and pressing than ever before. We must show greater determination and courage in the self-improvement of our Party, so as to ensure that the Party remains at the forefront of the times against a profoundly changing international situation, continues to be the backbone of the Chinese people in responding to all kinds of risks and tests both domestically and internationally, and continues to act as a strong leadership core in the course of developing socialism with Chinese characteristics.

On the road ahead, we must act according to the plans set forth at the Eighteenth National Congress of the Party, heighten our sense of urgency and sense of responsibility, and focus on strengthening the Party’s capacity to govern, advanced nature, and purity. On this basis, we need to continue freeing our minds, carry out reform and innovation, and uphold the principle that the Party should supervise its own conduct and run itself according to a strict code of discipline. We need to make all-round efforts to strengthen the Party theoretically and organizationally, and to improve Party conduct. At the same time, we must become better at fighting corruption, upholding Party integrity, and improving Party rules and regulations, and enhance our capacity to stay true to ourselves and to improve, develop, and surpass ourselves, so as to turn the Party into an innovative, service-oriented, and learning Marxist governing party. Giving high priority to the key tasks set forth at the Eighteenth National Congress of the Party, we need to devote further efforts to strengthening our ideals and our conviction, maintaining close ties between the Party and the people, vigorously promoting intra-Party democracy, consolidating the organizational foundation for the Party’s governance, improving Party conduct, upholding Party integrity, and strictly enforcing Party discipline. We also need to step up efforts to establish and improve systems and mechanisms that will allow us to govern in a scientific, democratic, and law-based fashion, and promptly resolve outstanding problems and issues that exist within the Party. So long as all Party members are able to promote Party building with greater vigor, our Party will undoubtedly find itself in a better position to keep up with the current of history, stand firm at the forefront of the times, and set the pace of social progress.

Sixth, we need to deepen reform and opening up. The reform and opening up drive represents a grand new revolution that is being carried out by the people under the leadership of the Party under new historical conditions. Reform and opening up are critical choices that will determine China’s future. The vigor of socialism with Chinese characteristics derives from its ability to carry out reform and opening up. China has relied on reform and opening up to enjoy more than 30 years of rapid development, and must continue to rely on reform and opening up for its future development. Only by carrying out reform and opening up can we develop China, develop socialism, and develop Marxism. Having been born out of the reform and opening up drive, socialism with Chinese characteristics is certain to thrive along with the continuation of China’s reform and opening up policies.

On the road ahead, we must remain firmly committed to the line, principles, and policies that have been adopted since the Third Plenary Session of the Eleventh Central Committee, make unremitting efforts to integrate the spirit of reform and innovation into all aspects of governance, and strive to push ahead with our reform and opening up drive. We need to continue focusing our reforms on the development of the socialist market economy, ensure that reform decisions are soundly made, and enhance the coordination of the reform measures that we adopt. We need to identify areas where breakthroughs can be made, define priorities for the deepening of reform and opening up, seize opportunities to advance important and key aspects of reform, continue to free up and develop productive forces, promote the self-improvement and self-development of the socialist system, and resolutely discard all notions and systems that hinder efforts to pursue scientific development. The Eighteenth National Congress of the Party set forth requirements for deepening economic, political, cultural, social, and environmental reform, and defined specific tasks in this regard. We need to maintain a strong commitment to reform and opening up, constantly make new strides in institutional improvement and innovation, and continue balancing relations of production with productive forces and matching the superstructure with the economic base in order to ensure that all aspects of the economy and society are coordinated.

In implementing the guiding principles of the Eighteenth National Congress of the Party, great importance should be attached to studying the Constitution of the CPC. The Constitution of the CPC is a set of general rules dealing with the establishment, running, and supervision of the Party, constituting its most fundamental, important, and comprehensive code of conduct. For a large political party with over 80 million members, it is highly important that all members of the CPC align their thinking with the Constitution of the CPC and conscientiously take the Constitution of the CPC as the basis for their actions. The Constitution of the CPC was revised at the Eighteenth National Congress of the Party to reflect new developments in the situation we face and the tasks we assume. Therefore, studying and implementing the Constitution of the CPC constitute essential aspects of studying and implementing the guiding principles of the Eighteenth National Congress. We need to make concrete efforts to study, adhere to, and implement the Constitution of the CPC, and work steadily to bring Party endeavors and Party building activities under prescribed institutions, standards, and procedures.

My fellow comrades, there can be no cause more glorious or noble than ours: to realize the great rejuvenation of the Chinese nation by following the path of socialism with Chinese characteristics. This is a cause that generation after generation of Chinese Communists must lead the people in carrying forward. Today, the baton has been passed to us. It is history and the people that have bestowed us with this great responsibility; and it is history and the people that will be our judges. Our grand beliefs have always been the source of our strength, and the people have always been the foundation of our governance. So long as we never waver in our beliefs and never divorce ourselves from the people, nothing will be able to stop us on the path ahead. We, the Eighteenth Central Committee of the CPC, must rise to the task that has been put to us. We must remain loyal to the Party, to the country, and to the people, and draw on every last bit of our wisdom, strength, and dedication to deliver results that are worthy of history and the times and true to the expectations of the people.
