Guidelines for Constantly Creating New Horizons for Socialism with Chinese Characteristics(October 18, 2010)

 The Proposal of the CPC Central Committee for Formulating the Twelfth Five-Year Plan for National Economic and Social Development passed at the Fifth Plenary Session of the Seventeenth CPC Central Committee was guided by Deng Xiaoping Theory and the important thought of Three Represents, thoroughly applied the Scientific Outlook on Development, conformed to the new requirements for realizing the goal of building a moderately prosperous society in all respects introduced at the Seventeenth National Party Congress and took into account the changed domestic and international situation. This document defines the guiding ideology, overall approach, objectives and tasks, and major measures for economic and social development during the period of the Twelfth Five-Year Plan for National Economic and Social Development (“Twelfth Five-Year Plan” for short). This document defines comprehensive arrangements for promoting economic and social development during the period and provides important guidelines for economic and social development for the coming 5 years. All Party members need to carefully study, fully understand and truly carry out the guidelines set out at the plenary session, unify both our ideology and action on the basis of the decisions and arrangements of the Party, strive for more victories in the effort to build a moderately prosperous society in all respects and open up new horizons for the cause of socialism with Chinese characteristics.

 The document formulated at the plenary session was extensively discussed inside and outside the Party, pooled the wisdom of the entire Party and country and reflects the common desires of the entire Party and country. The key now is to implement it.

 First, we must correctly understand the theme in the development during the period of the Twelfth Five-Year Plan and ensure the substantial progress made in scientific development. It was stressed at the plenary session that in order to successfully carry out the social and economic development work during the period we must focus on scientific development. The first step in applying the guidelines set at the plenary session is to thoroughly and correctly understand this focus. It was stressed at the Seventeenth National Party Congress that the Scientific Outlook on Development is a continuation and development of the important thoughts on development advanced by the previous three generations of central collective leadership of the CPC and a concentrated expression of the Marxist world outlook and methodology with regard to development. It is a scientific theory that is in the same line as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents and keeps up with the times. It is an important principle for China’s economic and social development and a major strategic thought that must be upheld and applied in developing socialism with Chinese characteristics. The Seventeenth National Party Congress called on the entire Party to always bear in mind the important reality that China is in the primary stage of socialism, scientifically analyze the new opportunities and challenges presented by China’s full participation in economic globalization, fully recognize the new conditions and tasks related to industrialization, spread of IT, urbanization, development of the market and internationalization, gain a full understanding of the new issues and problems facing the country’s development and more conscientiously follow the path of scientific development. The entire Party should continue to deepen their understanding of this scientific judgment and resolutely act in conformity with it. This plenary session stressed that development is a must for contemporary China and that the basic requirement is to pursue scientific development. This requires that we adhere to the strategic concept of development as a must, fully and accurately understand the content of the Scientific Outlook on Development and grasp its essence and fundamental requirements and apply it in all aspects of economic and social development. For some time to come we will continue to address deep-rooted problems that have accumulated over time while working to resolve constantly emerging new issues. In the course of unswervingly promoting development we need to constantly deepen our understanding of the law of the development of socialism with Chinese characteristics and we must pay more attention to putting people first, pursue and promote development to benefit the overwhelming majority of the people, accelerate social development focusing on the improvement of people’s lives, constantly work to meet the ever-growing material and cultural needs of the people, work for the prosperity of all the people, promote all-round personal development in order to ensure that development is for the people, that development relies on the people and that development benefits all the people. We must work harder to ensure comprehensive, balanced and sustainable development in promoting balance among all the links and aspects of modernization, promoting balance between relations of production and the productive forces and between the superstructure and the economic base, and promote balance between economic development and population, resource and environmental concerns in accordance with the overall arrangements for developing socialism with Chinese characteristics. We must pay more attention to unified planning, correctly understand and properly handle the major relationships in the cause of socialism with Chinese characteristics, carefully consider and address development requirements of all sides, correctly reflect and balance the interests and needs of all sides, and fully mobilize the enthusiasm of all sectors of society for development to assemble a powerful force for building a moderately prosperous society in all respects and realizing the great rejuvenation of the Chinese nation.

 Second, we must correctly understand the main thread of the development in the period of the Twelfth Five-Year Plan to ensure substantive progress in transforming the pattern of economic development. It was decided at the plenary session that transforming the pattern of economic development should be the main thread during the period of the Twelfth Five-Year Plan. This is an inherent requirement for applying the Scientific Outlook on Development and a major means of carrying out scientific development. It is also an essential requirement for adapting to the major changes in the structure of global demand and the characteristics of this new stage of Chinese economic and social development. We must be aware that, while the size of the economy continues to grow and international competition continues to become more acute, restrictions from resource and environmental concerns are growing stronger, the relationship between investment and consumer spending has become unbalanced, the gap in incomes has grown larger, the country is not strong in scientific innovation, the industrial structure needs improvement, urban and rural developments are not balanced and development among regions is not even, more and more interests are emerging in society and the number of social problems has grown substantially. Only when we accelerate transformation of the pattern of economic development, renew our development concepts and make innovations in the development model will it be possible for us to better address the major issues and problems that have emerged in economic and social development, to improve the country’s overall national strength and raise people’s living standards and to improve the international competitiveness of China’s economy and strengthen the country’s ability to deal with risk. The fundamental consideration in accelerating transformation of the pattern of economic development is to rely on the strength of science and technology and the crucial consideration is to improve the country’s ability to make independent innovations. We need to make improvement of the country’s ability to make independent innovations the strategic base for our efforts, focus on improving the ability to make original innovation, greatly strengthen the country’s ability to carry out integrated innovation and to import, assimilate and improve upon foreign technology, raise the country’s ability to transfer knowledge and technology and carry out large scale production, work hard to make institutional and mechanical reforms and innovations, and strive to develop and improve upon an innovation system and modern industrial system. The orientation of efforts and focuses of work for accelerating transformation of the pattern of economic development were defined at the plenary session. All Party members must take more initiative, show more sense of responsibility and have more of a sense of urgency. We must continue to take strategic adjustment of the economic structure as the focus of our work, rely on advances and innovation in science and technology, make safeguarding the people’s well-being and improving living standards the starting and ending point for all efforts, and make the development of a society that conserves resources and cares for the environment an important focus. We must continue to take advantage of the strong driving force of reform and opening up and bear in mind the need to accelerate transformation of the pattern of economic development throughout the process and in every area of economic and social development so that development promotes accelerating of the transformation of the pattern of economic development and accelerating transformation of the pattern of economic development drives development.

 Third, we must correctly understand the development objectives and tasks during the period of the Twelfth Five-Year Plan and ensure successful efforts in the areas of reform, development and stability. The five years of the Twelfth Five-Year Plan will mark a crucial juncture in our efforts to build a moderately prosperous society in all respects. A thorough review was made of the achievements and experience of the Eleventh Five-Year Plan period at the plenary session. The development objectives and tasks for China’s development over the next five years were then defined, taking into consideration the future trends and conditions in international and domestic development. These objectives and tasks are primarily aimed at maintaining steady and rapid economic development, promoting strategic adjustment of the economic structure, raising the quality of life and living standards of the people and deepening implementation of the reform and opening up policy. They involve all aspects of economic development, political development, cultural development, social development, and ecological awareness, reflect the trends and requirements for the country’s reform and development, and address the concerns and expectations of the overwhelming majority of the people for development. They represent a solemn commitment to all the ethnic groups in the country on the part of the Party. These objectives and tasks are both inspiring and arduous. All Party members must do all they can to fulfill them, ensure that they are realized on schedule and work to lay a decisive foundation for building a moderately prosperous society in all respects. 

 Fourth, we must correctly understand the major development measures for the period of the Twelfth Five-Year Plan and ensure that they are fully implemented. Experience has shown that for realizing the development objectives we are required to introduce specific, practicable and powerful policy measures and make a great deal of effort to implement them. A series of major measures were introduced at the plenary session to pursue the strategy of expanding domestic demand, accelerate the development of a new socialist countryside, develop a modern industrial system, promote balanced regional development, accelerate efforts to develop a society that conserves resources and cares for the environment, thoroughly apply the strategy of rejuvenating the country through science and education and the strategy of strengthening the country through its personnel, develop socialist democracy and improve the socialist legal system, promote the thriving development of culture, increase efforts for social development, improve the socialist market economic system, open the country wider to the outside world and strengthen and improve the leadership of the Party to ensure fulfillment of the development objectives and tasks for the period of the Twelfth Five-Year Plan. Fully carrying out these major measures will enable us to address the major problems now facing China’s economic and social development and lay a more solid foundation for long-term economic and social development. The concerned government departments should carefully formulate the outline of Twelfth Five-Year Plan for National Economic and Social Development in line with the requirements put forth at the plenary session. All localities and departments should formulate local and departmental development plans for the period of the Twelfth Five-Year Plan, set realistic development strategies, development objectives and development focuses, introduce relevant support policies, work out detailed implementation measures, strengthen support and cooperation, make their work more systematic, coordinated, proactive and creative, and diligently approach all work to improve the quality and efficacy of development.

 Party committees and governments at all levels should strengthen their organization and leadership, adopt effective measures and extensively publicize the guidelines set at the plenary session so that Party members, cadres and the general public fully understand China’s forward development orientation, development objectives and bright development prospects and everyone works together with one heart to fulfill the objectives and tasks of economic and social development in the period of the Twelfth Five-Year Plan for National Economic and Social Development.

 The full name of the Twelfth Five-Year Plan is the Twelfth Five-Year Plan for National Economic and Social Development, and its policy period is from 2011 to 2015. The Chinese expression for the five-year plan was changed following the Tenth Five-Year Plan period (which had no effect on the English). The Five-Year Plan is an important part of the plan for national economic development and mainly is a plan for major national construction projects, distribution of production capacity and the major ratios in the national economy. The five-year plan sets targets and direction for a certain time in the future for national economic development. Between 1949, when New China was founded, and 1952 China’s national economy was in a period of recovery and no five-year plan was in effect. The first five-year plan was launched in 1953 and the twelfth was launched in 2011, with no plan in effect from 1963 to 1965 when the economy was in a period of adjustment. Beginning with the Eleventh Five-Year Plan one character in the Chinese expression was changed to reflect major changes in the economic system, development concepts and government function—from a planned economy to a socialist market economic system. In addition, more emphasis was put on putting people first and promoting comprehensive, balanced and sustainable development. More stress was put on the responsibilities of the government in economic regulation, market oversight, administration of society and provision of public services. 

 The Fifth Plenary Session of the Seventeenth CPC Central Committee held in October 2010 deliberated and then passed the Proposal of the CPC Central Committee for Formulating the Twelfth Five-Year Plan for National Economic and Social Development. The Outline of the Twelfth Five-Year Plan for National Economic and Social Development was drawn up in accordance with these suggestions and approved at the Fourth Plenary Session of the Eleventh National People’s Congress in March 2011. The Outline, a general blueprint for China’s economic and social development over a five-year period, is an action plan carried out by the Chinese people working in concert and is the major basis for the responsibilities of the government in economic regulation, market oversight, administration of society and provision of public services.
