Constant Advances in the Cause of the Chinese People’s Political Consultative Conference under the Great Banner of Socialism with Chinese Characteristics (Extract)

    This year is the 60th anniversary of the founding of the People's Republic of China and the 60th anniversary of the establishment of the Chinese People's Political Consultative Conference (CPPCC). Under the three previous generations of the central collective leadership of the Communist Party of China (CPC), with comrades Mao Zedong, Deng Xiaoping and Jiang Zemin at the core, and the current Central Committee with Comrade Hu Jintao as the General Secretary, the CPPCC has been advancing together with the entire population of the country and growing along with the republic. The CPPCC has traversed a glorious course and made extraordinary achievements and important contributions to promoting revolution, development and reform in China during these 60 years. This is an important historical juncture. The whole Party and all the people of the country are grandly commemorating the 30th anniversary of the institution of the reform and opening up policy and will soon be celebrating the 60th anniversary of the founding of the People’s Republic and the CPPCC. At this time, it is of great and far-reaching significance for us to constantly promote the cause of the CPPCC on the political development path of socialism with Chinese characteristics by conscientiously reviewing the great course and important contributions made by the past three generations of the central collective leadership of the Party and the current Central Committee with Comrade Hu Jintao as the General Secretary in founding and developing the cause of the CPPCC. We need to make a thorough review of the great achievements made and valuable experience gained by the CPPCC.

  

    The CPPCC was founded by Chinese Communists, with Comrade Mao Zedong as their representative, together with the democratic parties, mass organizations and patriots from all ethnic groups and all sectors of society in the country, as the Party united with and led the Chinese people through the historical course of opposing imperialism and feudalism, seeking national independence and emancipating the people.

    China remained in a special historical period of semi-feudalism and semi-colonialism during the first half of the 20th century. At that time, Chinese society was spindle-shaped, small at the top and bottom and large in the middle. The proletariat, bourgeoisie and big landlords accounted for a small minority of society, with peasants, urban petty bourgeoisie, patriotic intellectuals and other intermediate classes accounting for the vast majority. On the basis of a scientific analysis of the specific conditions of China, Comrade Mao Zedong made the profound observation that, “Without the broadest united front of the overwhelming majority of the population, it will be impossible to win victory in China's new democratic revolution. Moreover, this united front must be under the firm leadership of the Communist Party of China. Without the Party's firm leadership, no revolutionary united front can win victory.” Under the leadership of Comrade Mao Zedong, the CPC built an extensive united front consisting of the democratic parties, mass organizations and people from all ethnic groups and all sectors of society and achieved a decisive victory in overthrowing the autocratic rule of the Kuomintang after 28 years of arduous revolutionary struggle. On April 30, 1948 the CPC issued the famous May Day slogan, which called on “all the democratic parties, mass organizations and community leaders to immediately convene a political consultative conference to discuss the convening of a conference of people’s representatives and setting up of a democratic united government.” This received an immediate and enthusiastic response from all the democratic parties, mass organizations and all ethnic groups and all sectors of society in the country. The first plenary session of the CPPCC was held in Beiping (now Beijing) from September 21 to 30, 1949, showing that the Chinese people were not only strongly united ideologically and politically, but also organizationally. With the convening of this session, a system of multi-party cooperation and political consultation under the leadership of the CPC was formally established. This meeting, which represented the will of the people of all ethnic groups and exercised the functions and powers of the National People’s Congress (NPC), elected the Committee of the Central People’s Government of the People's Republic of China and the National Committee of the CPPCC, and declared the founding of the People's Republic of China. At the same meeting, the Common Program of the CPPCC, the Organic Law of the CPPCC, and the Organic Law of the Central People’s Government of the People's Republic of China and four important resolutions were passed, one concerning stipulation of Beijing as the capital, one stipulating the national flag, one stipulating the national anthem and one stipulating the method for numbering the years. The meeting marked victory in completing the historical mission of the founding of New China and completion of the historical transition of several thousand years from feudal autocracy to a people’s democratic system, thus marking the dawn of a new era in Chinese history. The CPPCC has made major contributions to rejuvenating and developing the national economy of China, consolidating the new political power of the people, promoting social reforms and promoting socialist revolution and development since the founding of New China. 

    Following the First National People’s Congress in 1954, the first People's Political Consultative Conference successfully completed its historical mission by exercising the functions and powers of the NPC. Some comrades, both inside and outside the Party, were unsure about the necessity of the continued existence of the CPPCC and its role in the political life of the country. Before the opening of the First Session of the Second CPPCC National Committee in December 1954, Comrade Mao Zedong called a symposium for members of the CPC and the democratic parties and for persons without party affiliation. He delivered a speech called “The Nature and Tasks of the CPPCC”, in which he unequivocally pointed out that “The People’s Congress is an organ of state power, but this does not mean we cannot set up a political consultative conference to conduct political consultation. Consultation with the leading members of all the political parties, ethnic groups and organizations on the major affairs of New China is very important. The draft constitution has been improved through consultation and discussion. Although the People’s Congress is of course highly representative, it cannot represent all sectors of society. Therefore, we still need it.” He added, “The CPPCC must not be made into a state organ,” “It is not only a mass organization but also an organ through which all the political parties can participate in consultation and an organ for the political parties.” The five major tasks of the CPPCC are to consult with government officials on international issues, to help draw up lists of candidates, to make suggestions, to help maintain good relations and to carry out studies. In this talk he pointed out the necessity for the existence of the CPPCC after the founding of the People’s Congress and its position and role in the political life of the state and defined the main theme for the development of the cause of the CPPCC. In addition, Comrade Zhou Enlai pointed out that we now have the Party system and the system of political power. With the addition of the system of the CPPCC, the opinions of all quarters will be reflected more fully, which will help in the implementation of resolutions. In 1956 Comrade Mao Zedong reviewed the history of long-term cooperation between the CPC and the democratic parties and the experience of and lessons learned from the international communist movement and put forward the principle of “long-term coexistence and mutual oversight” in the cooperation between the CPC and the democratic parties and persons without party affiliation. This represented a fundamental resolution to the question of the future development of the democratic parties and established the basic setup for multi-party cooperation in China under the conditions of socialism. Since that time, this principle has become a basic principle in the work of the CPPCC. 

    In the course of creating the CPPCC and directing its work, Comrade Mao Zedong, as Chairman of the First National Committee of the CPPCC and the honorary chairman of the second, third and fourth national committees, put forward a series of innovative and important ideas concerning the common political foundation of the CPPCC, the leadership of the Party over the CPPCC, the nature, tasks, and guiding principles for its work, the necessity for its existence and its important role. These ideas, which comprised Chairman Mao’s thinking on the CPPCC and formed an important component of Mao Zedong Thought, effectively guided the founding and development of the cause of the CPPCC. At the First Session of the Second National Committee of the CPPCC in 1954, the first Charter of the CPPCC was formulated, providing the basis for the establishment of the different levels of organizations of the CPPCC and the launching of their work. Great progress has been made in the organizational work of the CPPCC. The number of organizations at the different levels grew from 9 in 1949 to more than 1,000 on the eve of “the Cultural Revolution” [1966-1976]. By the end of 1964, the number of members in the CPPCC at all levels had topped 190,000. The CPPCC played an important role in carrying out the socialist transformation of private ownership of the means of production during this period, encouraging all forces in society to help in carrying out the general tasks of the Party and state, enriching the political life of the state, balancing relations within the united front and expanding international activities.

  II

    The work of the CPPCC in the new period was launched by the second generation of the central collective leadership of the Party with Comrade Deng Xiaoping at the core while leading the whole Party and the people of all ethnic groups in the great journey of exploring a socialist road with Chinese characteristics, carrying out reform and opening up, and engaging in socialist modernization. Comrade Deng Xiaoping, as the architect of China’s socialist reform and opening up policy and socialist modernization effort and founding father of the united front and the cause of the CPPCC in the new period, led the CPPCC in putting an end to the state of paralysis that had plagued the organization for some 13 years, restarted its work and restored order to the chaos in the ideological line and guiding principles, thus opening up a new chapter in the progress of the cause of the CPPCC. 

    Comrade Deng Xiaoping, Chairman of the Fifth National Committee of the CPPCC, did a large amount of fundamental work in promoting political, ideological and organizational advances in the CPPCC. In June of 1979 he made a speech of great historical significance in this regard at the Second Session of the Fifth National Committee of the CPPCC. In the speech he scientifically analyzed the ma jor changes that had taken place in class structure in Chinese society and shifts in the internal structure of the united front, then clearly defined the tasks for the united front and the CPPCC in the new period. The speech became a blueprint for the work of the united front and the CPPCC in the new period. Comrade Deng Xiaoping personally oversaw the revision of the CPPCC Charter, incorporating clear-cut provisions on basic issues such as the CPPCC’s nature, tasks, and functions and general principles for work and organization, and establishing scientific systems and standards for the development of the cause of the CPPCC in the new period in light of the successes and missteps of the CPPCC since its founding. This was a fairly comprehensive charter, and its overall framework and basic elements are still in effect today. At the urging of Comrade Deng Xiaoping, the nature and role of the CPPCC were formally incorporated into the Constitution in 1982, providing a firm constitutional guarantee for the execution of the CPPCC’s functions. He also ordered the formulation of a plan for the participation of members of the democratic parties in political affairs and for the performance of their oversight duties, effectively promoting profound improvement in the practice of multiparty cooperation under the leadership of the CPC and the work of the CPPCC. 

    The new historical period opened a new chapter in the development of the cause of the CPPCC. While centering all its efforts around economic development, the CPPCC accomplished a great deal in helping the Party and government to restore order to the chaos, eradicate the influence of “Leftism,” implement the government’s policy for the united front, balance relations within the united front, realize the concept of “one country, two systems,” develop people’s diplomacy, restore and improve the working system of the CPPCC and promote standardization and institutionalization of the work of the CPPCC. A total of 1,988 members attended the First Session of the Fifth National Committee of the CPPCC in 1978, two thirds more than the number in the previous committee. Extension of organizations of the CPPCC to the county level was begun, and the total number of CPPCC organizations was increased to more than 2,900 in 1989. The large expansion of the CPPCC in the new period played an important role in consolidating and developing the patriotic united front, strengthening unity and security, making political life more dynamic and active, and promoting reforms and opening up and modernization. 

  III

    The third generation of the central collective leadership of the Party with Comrade Jiang Zemin at the core, during the historical course of leading the people in holding high the banner of socialism with Chinese characteristics and opening a new chapter in the implementation of the policy of reform and opening up, made highly effective use of the united front and the CPPCC in promoting socialist modernization, successfully bringing the cause of the CPPCC into the 21st century. 

    The central collective leadership of the Party with Comrade Jiang Zemin at the core formulated a series of major arrangements and important ideas concerning the work of the CPPCC during the 13 years between the Fourth Plenary Session of the Thirteenth CPC Central Committee and the Sixteenth National Congress of the CPC. These arrangements and ideas were based on consideration of changes in the domestic and international situations and China’s experience in building socialism with Chinese characteristics, with the overall focus on development of the cause of the Party and government. At the end of 1989, the central collective leadership worked out and promulgated Opinions of the Central Committee of the Communist Party of China on the Practice and Improvement of the System of Multi-party Cooperation and Political Consultation under the Leadership of the CPC, in which it was unequivocally pointed out that the system of multi-party cooperation and political consultation under the leadership of the CPC is a basic political system of China and the CPPCC is an important organizational form for multi-party cooperation and political consultation. At the First Session of the Eighth National People’s Congress in March of 1993, “The system of multi-party cooperation and political consultation under the leadership of the CPC will continue and develop long into the future,” was incorporated into the Constitution, providing a firm legal foundation for the long-term existence and development of the CPPCC. At the beginning of 1995, the CPC Central Committee promulgated the Provisions of the National Committee of the CPPCC Concerning Political Consultation, Democratic Oversight and Participation in the Deliberation and Discussion of State Affairs, which comprehensively defined the standardization and institutionalization of the functions of the CPPCC. It was decided at the Fifteenth National Congress of the CPC to include the practice and improvement of the system of multi-party cooperation and political consultation under the leadership of the CPC into the basic program of the Party in the initial stage of socialism. In 1999 Comrade Jiang Zemin made an important speech at the meeting to commemorate the 50th anniversary of the founding of the CPPCC in which he made a comprehensive summary of the extraordinary course of development of the CPPCC over the past 50 years, made a scientific analysis of the valuable experience and fine traditions of the CPPCC and defined concrete requirements for the CPPCC, thereby effectively promoting vigorous development of the cause of the CPPCC. 

    Under the correct leadership of the third generation of the central collective leadership of the Party with Comrade Jiang Zemin at the core, the undertakings of the CPPCC made important headway. Taking the Provisions of the National Committee of the CPPCC Concerning Political Consultation, Democratic Oversight and Participation in the Deliberation and Discussion of State Affairs as a guide, the functions of the CPPCC were put on a more well-defined footing, and all its work was gradually put on a path toward greater institutionalization and standardization following well-defined procedures. It promptly adjusted the way the various sectors of society were categorized, defining 34 sectors and further consolidating and expanding the patriotic united front. During this historical period, the CPPCC made important contributions in promoting reform and opening up, promoting modernization and promoting progress in the great cause of reunification of the motherland and enhancement of mutual understanding, exchange and cooperation between the people of China and the people of all other countries in the world.

  IV

    Since the Sixteenth National Congress of the CPC, the Central Committee of the Party with Comrade Hu Jintao as the General Secretary has been leading the whole Party and the people of all ethnic groups of the country in following Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents as their guide and thoroughly putting into practice the Scientific Outlook on Development in the great course of building a moderately prosperous society in all respects. In addition, the Central Committee incorporated the work of the CPPCC into the overall effort to build socialism with Chinese characteristics and made a series of important arrangements, thus furthering the cause of the CPPCC.

    At the meeting to commemorate the 55th anniversary of the founding of the CPPCC in 2004, General Secretary Hu Jintao made an important speech in which he systematically expounded a series of important theoretical views of the Party Central Committee concerning the work of the CPPCC, highly praised the contributions made by the CPPCC in China’s revolution, development and reform during different historical periods, scientifically summarized the valuable lessons that must be kept in mind in working for the cause of the CPPCC and made new requirements for the work of the CPPCC. During that same year, the General Office of the Central Committee issued a notice calling on all Party members and the general public to carefully study and adhere to the revised Charter for the CPPCC. Since 1995, the Party Central Committee has promulgated Guidelines of the CPC Central Committee for Improving the System of Multi-party Cooperation and Political Consultation under the Leadership of the CPC, Guidelines of the CPC Central Committee for Improving the Work of the CPPCC, and Guidelines for Consolidating and Expanding the United Front in the New Period of the New Century, three important documents that are closely related to development of the undertakings of the CPPCC. Guidelines of the CPC Central Committee for Improving the Work of the CPPCC is a document that represents the first time that a document issued by the Party Central Committee specifically discusses the work of the CPPCC. It provides a theoretical and policy basis and system guarantee for the development of the cause of the CPPCC in the new period of the new century and is a document that defines a program for guiding the development of the cause of the CPPCC. Clear requirements and strategic arrangements were formulated at the Seventeenth National Congress of the CPC and the Second Plenary Session of the Seventeenth CPC Central Committee for improving the work of the CPPCC from the lofty strategic perspective of developing socialist democratic politics.

    The Party Central Committee with Comrade Hu Jintao as the General Secretary has attached great importance to and provided strong support for the work of the CPPCC, enabling it to make theoretical innovations and continuously promote institutional and work innovations, resulting in vigorous progress in many areas of the CPPCC’s work.

    1. Major advances have been made in theoretical development. The main elements of an ideological system and basic framework have been set up for the theoretical work of the CPPCC, thus helping to consolidate the ideological and political basis for the work of the CPPCC. The China Institute of Theory on the CPPCC was established, resulting in constant improvement in the theoretical research work of the CPPCC.

    2. Comprehensive progress has been made in institutional improvement. At the Second Session of the Tenth National Committee of the CPPCC, the Charter of the CPPCC was revised, standardizing the basic conditions and requirements for CPPCC membership and defining the nature and functions of the CPPCC, eight regulations were revised or formulated to complement the Charter, including Rules on the Work of the Plenary Sessions of the National Committee of the CPPCC, and a sound system for study was established. 

    3. The routine work of the CPPCC has been dynamic and effective. Active efforts have been made to explore the special characteristics of and laws governing the work of the CPPCC such as the submitting of proposals, member inspection activities, investigations and study of special topics, gathering of information reflecting social conditions and public opinion, publicizing of news and information and collecting historical materials. The CPPCC has created new forms of consultation and convened seven special topic consultative conferences that focused on major issues with an overall bearing on the undertakings of the Party and government such as formulation of the Eleventh Five-Year Plan and promotion of rural reforms. These measures have expanded the influence of the CPPCC in society. 

    4. Foreign exchange and cooperation has increased, with greater emphasis placed on practical activities. The CPPCC has established contact and engaged in friendly exchange with 213 institutions of 122 countries and 12 international or regional organizations. The China Economic and Social Council (CESC) and China Committee on Religion and Peace have played an important role in foreign exchange work in their respective fields. 

    5. The CPPCC has strengthened relations and coordination with local organizations of the CPPCC. The CPPCC has increased exchange, strengthened coordination and formed a comprehensive work force through joint special-topic investigations and studies, seminars and training sessions. The CPPCC has made major contributions in promoting scientific development, working for greater harmony in society, carrying out the policy of “one country, two systems” and pursuing the great cause of peaceful reunification of the motherland. 

  

    The undertakings of the Party and the state have been experiencing thriving development since the founding of New China, particularly during the 30 years since the reform and opening up policy was instituted. The undertakings of the CPPCC have also been continuously developing and expanding during this period. The CPPCC has been developed into a political organization that includes representatives of the eight democratic parties and persons without party affiliation, the major mass organizations, the 56 ethnic groups, the 5 major religions and the 34 designated sectors of society plus more than 2,000 committee members in the National Committee. There are 3,161 CPPCC organizations at the level of the state, province, municipalities directly under the central government and county with more than 600,000 members in total. The status of the CPPCC in the political life of the Party and the state has become more and more important as its role has become more and more prominent. China’s development is now at the brink of a new starting point in history, and the undertakings of the CPPCC are being presented with rare opportunities and broad prospects. We must follow the guidelines set at the Seventeenth National Congress of the CPC and the Third Plenary Session of the Seventeenth CPC Central Committee, hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory and the important thought of Three Represents as our guide, comprehensively apply the Scientific Outlook on Development, continue and pass on the fine traditions and valuable lessons the CPPCC has learned through experience, and firmly adhere to the two main themes of unity and democracy. In addition, we should conscientiously execute the CPPCC’s functions of political consultation, democratic oversight and participation in the deliberation and administration of state affairs, and give full play to its important role in balancing interests, pooling forces, making proposals and suggestions, and serving the overall interests while centering all efforts on the overall work of the Party and the state. The CPPCC must continuously promote the undertakings of the CPPCC while working for the great cause of socialism with Chinese characteristics. 

    First of all, we must consistently adhere to the correct political orientation and unswervingly follow a political development path of socialism with Chinese characteristics. The CPPCC is a political organization and a form of democracy with Chinese characteristics, so it must consistently comply with the leadership of the CPC, recognize the people as masters of their own affairs, administer the affairs of state in accordance with the law and unswervingly follow a political development path of socialism with Chinese characteristics. This is the most important political prerequisite for the existence and development of the CPPCC. Maintaining the leadership of the CPC over the CPPCC is an essential requirement for maintaining the core leadership position of the Party in the cause of socialism as well as a fundamental guarantee that the CPPCC will be able to play its due part in realizing the objectives of the Party and the state in their large-scale undertakings. The CPPCC must apply this principle to all aspects of the functions of the CPPCC, unswervingly adhere to the Party’s basic theories, basic line, basic program and basic lessons learned from experience, unswervingly carry out the directives and policies of the Party concerning the CPPCC and closely follow the Party Central Committee with Comrade Hu Jintao as the General Secretary in ideology and action. All functions and work of the CPPCC should be centered on the major policy decisions and arrangements of the Party, so that the Party’s stands and major policy decisions and arrangements are recognized and acted upon by all the democratic parties, mass organizations and persons from all sectors of society and all ethnic groups in the CPPCC. The leading Party group in the CPPCC must give full play to its core leadership role, consciously abide by the political discipline of the Party, firmly uphold the centralized and unified leadership of the Party and resolutely safeguard the authority of the Party Central Committee. All meetings and activities must be carefully organized to include a wide array of representatives from all the political parties, mass organizations, ethnic groups, and all levels and sectors of society to enable them to participate in state affairs, and work to further consolidate the political structure of multi-party cooperation under the leadership of the CPC. The CPPCC must give political and theoretical work top priority in all efforts to improve the CPPCC, improve study and training efforts for CPPCC members, strongly promote theoretical research on the CPPCC, ensure political firmness through serious theoretical work and work to further consolidate the common ideological foundation of all the political parties, mass organizations, ethnic groups and persons from all sectors of society in uniting and struggling on the correct path. The CPPCC should work to build a strong defense line to resist ideological interference from erroneous ideas, such as Western-style two- party systems, multi-party systems, bicameral parliamentary systems and separation of the legislative, executive and judicial branches of the government, and continuously work to be ever more self-conscious and firm in adhering to the political development path of socialism with Chinese characteristics.

    Second, the CPPCC should focus on the central task, put the overall interests first and use the wisdom and strength of its members to promote scientific development and social harmony. The CPPCC should consciously serve and give first priority to the overall objectives of the cause of the Party and the state and must adhere to a principle of considering and planning its work as part of the overall effort to advance the undertakings of the Party and the state in fulfilling its functions. As long as the CPPCC always centers its work on the central task, works to serve the overall interests and continuously makes fresh achievements in promoting scientific development and social harmony, it will be able to successfully take on the glorious mission of developing the great cause of building socialism with Chinese characteristics and give expression to the important role of the CPPCC in the great process of building a moderately prosperous society in all respects. We must devote a great deal of attention to addressing the important issues that have an overall bearing on the development of the undertakings of the Party and the state, selecting tasks important to the Party and government, of great concern to the people and suitable for the CPPCC to successfully handle and carry out multi-level investigations and studies on special topics and consultation and discussion of public affairs, by relying on special committees with members of the CPPCC as the main participants, then submit proposals and practical suggestions to the Party and government in order to share in the cares and burdens of the Party and address the issues of concern to the people. In view of the profound changes taking place in the world today, particularly the spreading international financial crisis, we must be even more conscientious and firm in comprehensively applying the Scientific Outlook on Development. We must be even more conscientious and firm in addressing the central task of economic development and closely focus on ma jor issues such as coping with the international financial crisis and maintaining stable and rapid economic development. We must address major issues such as how to maintain and improve the people’s standards of living, carefully carry out investigations and studies, be generous in contributing suggestions and efforts, and give full play to the role of the CPPCC, focusing on expanding domestic demand and changing the pattern of development and restructuring. 

    Third, the CPPCC must always maintain a high degree of unity so it can pool its resources for the development of socialism with Chinese characteristics. Unity is a great force that can help overcome difficulties and win victories, and an important guarantee for success in efforts to win hearts and minds and succeed in great undertakings. The CPPCC, as an organization that represents a great unity of all political parties, mass organizations, ethnic groups and sectors of society under the leadership of the CPC, is an important form for maintaining the strong cohesion of the Chinese nation and an important bridge and bond that links and unites the Party and government with the people of all sectors of society. We must continue to hold high the banner of great unity, work to strengthen unity in all aspects of the functions of the CPPCC, strive to promote harmonious relations among all ethnic groups and sectors of society, and promote overall stability in society. We need to improve communication and exchange among the political parties, mass organizations, all ethnic groups and people from all sectors of society in the CPPCC and create an atmosphere conducive to cooperation that will promote mutual understanding and harmony in discussing public affairs. We must conscientiously implement the policies of the Party on ethnic minorities and religious groups, give full play to the role of representatives of ethnic minorities and religious groups in the CPPCC, consolidate and develop socialist relations among the ethnic groups characterized by equality, unity, mutual assistance and harmony, promote unity between people who practice religion and those who do not and among people with different religious beliefs, and give full play to the positive role of religions in promoting social harmony. We should attach great importance to the role of the members of the CPPCC from the two special administrative regions of Hong Kong and Macao in the life of the societies of the two regions, experiment with corresponding mechanisms, and support the members of the CPPCC from the two special administrative regions in their contribution to maintaining stability and prosperity in the two regions. We need to actively work to expand links with the relevant political parties, mass organizations, and people from all sectors of society in the island of Taiwan to promote personal, economic and cultural exchange between the two sides of the Taiwan Strait. We should make arrangements for representatives of fellow citizens residing abroad to return to the motherland to visit and make investigations in order to increase understanding and identity with the motherland among overseas Chinese and foreign nationals of Chinese descent, particularly the young, by inviting them to attend plenary sessions of the CPPCC as non-voting delegates. We need to make a comprehensive and intense effort to mobilize all positive factors and unite with all forces possible to form a powerful resultant for promoting scientific development and social harmony.
