We Must Raise Application of the Scientific Outlook on Development up to a New Level

    The Party Central Committee arranged to carry out trials in selected regions and departments based on the Party’s successful past practices in carrying out study activities throughout the Party in order to ensure success in this round of study activities. The half-year trials were carried out in Jiangsu Province, Jiangxi Province, Sichuan Province, the Organizational Department of the Central Committee of the Communist Party of China (CPC), the Ministry of Finance, the Ministry of Land and Resources, and 17 other departments from February through August 2008. The personnel in the trials faithfully implemented the guidelines of the Party Central Committee, paid attention to both theory and practice, concentrated on practical matters, worked to free their minds in terms of the Scientific Outlook on Development, followed the practice of the leadership team and leading Party cadres playing an exemplary role, adhered to the mass line, carefully selected and strived to resolve major issues affecting the application of the Scientific Outlook on Development, effectively promoted progress in all their work, and accumulated important experience and worked out useful measures to aid in carrying out the study activity throughout the Party on how to apply the Scientific Outlook on Development in actual practice. This experience and these useful measures represent a good start of ensuring success in the study activity throughout the Party and we will carefully study and learn from them.

    From what I have seen in the written reports from those trials I get the feeling that the major issues uncovered are rather prevalent and therefore merit our serious study and analysis. The issues may be summed up in the following four aspects:

    First of all, some Party members and cadres are not very conscientious in applying the Scientific Outlook on Development and do not understand it well enough. Some of them have not been serious enough in studying the Scientific Outlook on Development, and as a result they do not understand it fully and have some incorrect tendencies in their understanding of it or are not clear about some aspects of it. Some are more concerned about “show-off achievements” than substantial but less obvious achievements, some are short-sighted rather than looking to the future, some are too concerned about material matters to the neglect of the concerns of the people and some have even resorted to falsifying achievements in their work.

    Second, some leading cadres are not meeting the requirements for implementing the Scientific Outlook on Development in terms of their ideology, style of work and competence. Some of them who have not freed their thinking sufficiently are not fully aware of the importance of reform and innovation. They cling to their old ways or are too conservative and closed-minded. Some do not have the information they need to promote application of the Scientific Outlook on Development or are not able to think strategically, dialectically, systematically and innovatively. Some are not thinking clearly about development and lack confidence. Some are too superficial in caring for the well-being of the people and resolving issues vital to the livelihood of the people, do not do solid work, preferring formalities, making shows and tackling responsibilities in a perfunctory manner.

    Third, there are a number of major issues affecting and hampering application of the Scientific Outlook on Development. Structural problems of economic development in some areas are still prominent. The extensive pattern of development is yet to be addressed. Moreover, the quality and performance of economic development is poor, industrial accidents are frequent, and some are even focusing only on rapid economic growth at the expense of resources and the environment to gain a temporary boost in development, resulting in development that is unbalanced, poorly coordinated and unsustainable. Some localities and departments have not devoted enough effort to closing the development gap between urban and rural areas and between regions and have not taken into consideration and balanced the interests of all quarters.

    Fourth, the institutions and mechanisms needed to ensure scientific development need to be strengthened. The decision-making in some localities and departments is not scientific or democratic enough and their work is not sufficiently systematic or coordinated. The performance evaluation system of cadres in applying the Scientific Outlook on Development and requirements for correctly judging political performances is not sound and the oversight system for ensuring scientific development needs to be improved.

    These issues are a reflection of the actual styles of work and ideology in some localities and departments. If we do not resolve these issues promptly, we will hardly be able to cope with the new challenges that confront our Party under the new conditions, nor will we be able to tackle our lofty mission of leading the people in working to build a moderately prosperous society in all respects and accelerating socialist modernization. We must focus our study activity on how to apply the Scientific Outlook on Development in actual practice in the following areas in order to truly resolve these issues:

    First of all, we must make everyone more aware of how important it is to apply the Scientific Outlook on Development.

    It was emphasized at the Seventeenth National Congress of the CPC that the Scientific Outlook on Development is a continuation and development of the important thoughts on development advanced by the previous three generations of central collective leadership of the CPC and a concentrated expression of the Marxist world outlook and methodology with regard to development. It is a scientific theory that is in the same line as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents* and keeps up with the times. It is an important guiding principle for China’s economic and social development and a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics.

    We need to be even more thorough in studying and implementing the guidelines set out at the Seventeenth National Congress of the Party and put the important theoretical viewpoints, major strategic concepts and important work arrangements advanced at the Seventeenth National Congress of the Party into actual practice. To accomplish this, we must give a high priority to the work of improving the theoretical knowledge of Party members. We need to step up efforts to organize Party members and cadres for the study and application of the guidelines set out at the Seventeenth National Congress of the Party, and better organize them so they can carefully study and fully comprehend the important ideas of Comrade Mao Zedong, Comrade Deng Xiaoping and Comrade Jiang Zemin and the important concepts developed by the Party since its Sixteenth National Congress concerning scientific development. We need to summarize and study the lessons learned from the past 30 years of experience in reform and opening up and ensure that Party members and cadres obtain a systematic and comprehensive grasp of the Marxist stands, viewpoints and methodology embodied in the Scientific Outlook on Development.

    We should do all we can to ensure that Party members and cadres gain a thorough understanding and comprehensive grasp of the scientific content, essence and basic requirements of the Scientific Outlook on Development, become more conscientious and steadfast in holding high the great banner of building socialism with Chinese characteristics, become more conscientious and resolute in applying the Scientific Outlook on Development and steadfastly apply the Scientific Outlook on Development in all efforts to promote economic and social development.

    Second, we must do more to promote development, which is of the greatest importance for the Party in running the government and working to make the country stronger.

    The critical element of the Scientific Outlook on Development is development. Without development, the Scientific Outlook on Development would be a river without a source, a tree without roots. Comrade Deng Xiaoping once pointed out that the fundamental task of socialism is developing the productive forces and that development is the absolute principle. When a true Marxist political party assumes power in a socialist country, it must strive to develop the productive forces and gradually improve the living standards of the people on this basis. Development is the “master key” for solving all the problems in China. Development is a decisive factor in efforts to build a moderately prosperous society in all respects, accelerate socialist modernization, reach new heights in building socialism with Chinese characteristics and accomplish the great task of reinvigorating the Chinese nation.

    We must never forget that in spite of our accomplishments in development that have caught the attention of the world, China will remain in the primary stage of socialism and remain the biggest developing country in the world for some time to come. Due to the country’s huge population, poor economic base and very uneven development, we are facing issues and problems of a size and complexity seldom seen anywhere else in the world. We have a long way to go before we can successfully build a moderately prosperous society with higher standards of living for the country’s one billion plus population, reach our goals for socialist modernization and ensure that all the people prosper. In order to effectively handle all types of internal and external difficulties and risks, constantly improve the country’s overall strength and ability to cope with risks, and constantly consolidate and expand the mass base for the Party’s governance, we must promote development unwaveringly, which is of the greatest importance for the Party in running the government and rejuvenating the country. At no time and under no circumstances can we afford to waver or let up in this task.

    Moreover, development must be scientific development that always puts people first and is carried out in a well coordinated and sustainable manner. It must be harmonious development, with all undertakings developing as an organic whole and with overall unity and harmony among members of society. Finally, it must be peaceful development realized by our own efforts and by working to safeguard world peace, and this kind of development in turn contributes to world peace. We must strive to make Party members and cadres more conscientious and resolute in implementing the fundamental theories, basic line and basic programs of the Party, ensure that the entire Party is more conscientious and resolute in working on the central task of economic development, and unite with and lead the people in a dedicated effort to ensure continuing development, work for development with one heart and one mind, and constantly work to strengthen the foundation for building socialism with Chinese characteristics.

    Third, we must make more progress in realizing, protecting and developing the fundamental interests of the overwhelming majority of the people.

    Putting people first is at the core of the Scientific Outlook on Development. All the efforts and work of our Party are aimed at improving the well-being of the people. The fundamental reason why we are promoting scientific development is that we can both adhere to the laws governing social development and respect the role of the people as the prime movers of history, both strive for our lofty ideals and work for the interests of the broadest possible proportion of the people, both strive to complete all the tasks of the Party and work to realize the interests of the people, and both safeguard the rights and interests of the people and promote all aspects of the people’s development, so that development is for the people, relies on the people and benefits all the people.

    We must take the fundamental interests of the overwhelming majority of the people as the starting point and final goal of efforts to apply the Scientific Outlook on Development, we must respect the role of the people as the prime movers, give full play to the creativeness of the people, safeguard all the rights and interests of the people, and strive to make practical and beneficial accomplishments in line with the wishes of the people. We must make the process of implementing the Scientific Outlook on Development a process of constantly working for the well-being of the people, a process of constant improvement in the ideological and moral standards of the people, a process of continuous improvement in the quality of life and standards of living of the people, in the scientific and general knowledge of the people and in the overall state of health of the people, and a process of ceaselessly working to safeguard the economic, political, cultural and social rights and interests of the people so that the overwhelming majority of the people benefit from development. Only in this way can we be sure to have the broadest and deepest foundation among the people for scientific development and only in this way will we be able to mobilize the people to work hard to build a moderately prosperous society in all respects and basically attain the goals of modernization.

    Fourth, we must continue working to emancipate our minds, carry out reform and make innovations.

    Emancipating our minds is an important prerequisite for studying new circumstances, resolving new issues and covering new ground. Reform and innovation serve as the fundamental driving force for making progress in all our endeavors.

    Since the country first began instituting the policy of reform and opening up to the outside world, every improvement in our Party’s practices, every innovation in theory and every step forward in the work of the Party is the result of progress in emancipating our minds and constant reform and innovation. This is the irrefutable conclusion we have drawn from a review of the course we have traversed in reform and opening up: reform and opening up was a choice that is crucial in determining the destiny of China and is the path we must take to build socialism with Chinese characteristics and realize the great reinvigoration of the Chinese nation. Only socialism can save China and only reform and opening up can develop China, develop socialism and develop Marxism. We have relied on reform and opening up to bring about the rapid progress we have made in the last 30 years, and we must also rely on reform and opening up to make future development.

    We must constantly work to emancipate our minds and constantly promote reform and innovations. In order to ensure that development is scientific, it is essential that we take emancipation of our minds as a prerequisite and reform and innovations as the driving force. We need to deepen our common understanding on the question of reform and opening up on a new and higher ideological level, work out the first steps to the solution of issues and bring about profound changes in our concepts of development, way of thinking, pattern of development and the institutional mechanisms for carrying out development. In particular, we need to change our ideas and concepts, ways and means and institutions and mechanisms that are affecting or hampering scientific development, and identify the thinking and concepts, ways and means and institutions and mechanisms that are in line with the requirements of the Scientific Outlook on Development.

    We must concentrate on emancipating our minds, seeking truth from facts, keeping up with the times and fully grasping the trends of and the rules governing our country’s economic and social development, continue to resolutely adhere to the spirit of reform and innovation in each and every link of running the country and administering government affairs, accelerate the pace of progress in the major areas and critical junctures of reform, promote reform and innovation in all fields, and strive to develop dynamic and highly proficient institutions and mechanisms that are even more open and more suitable to scientific development.

    We should continue to rely on institutional innovations to constantly increase the country’s capacity to meet the fierce international competition in overall national strength, improve our ability to address the deep-rooted issues and problems facing the country’s development and improve our ability to resolve the internal issues of the Party to provide a powerful driving force and institutional guarantee for the successful development of socialism with Chinese characteristics.

    We should emancipate our minds, engage in reform and make innovations in the field of science and technology. Strengthening our ability to make independent innovations to make China an innovative country is at the core of our strategy for national development, the key to efforts to improve our overall national strength, an important way to ensure sound and rapid development, and a critical requirement for application of the Scientific Outlook on Development.

    We should always make efforts to strengthen our capacity for independent innovation, the central link in adjusting the industrial structure and changing the pattern of development, strive to promote original innovation, integrated innovation and further innovation based on assimilation of imported innovations, strive to break through critical technological barriers that hold back economic and social development, and be more conscientious and resolute in working to take our own road for independent innovation with Chinese characteristics.

    Fifth, we must continue to improve the quality of the ranks of Party cadres. 

    Party cadres constitute the main force for application of the Scientific Outlook on Development and the key is the leadership and leading cadres. Comrade Mao Zedong once pointed out: “The Chinese Communist Party is a party leading a great revolutionary struggle in a nation several hundred million strong, and it cannot fulfill its historic mission without a large number of leading cadres who combine ability and political integrity.” “Cadres are a decisive factor once the political line is determined. Therefore, it is our pressing task to train large numbers of new cadres in a planned way.” It is up to our Party members and cadres to lead the people in implementing the political line and policies of our Party Central Committee. The Party Central Committee and all local governments, departments and enterprises and institutions have to rely on Party members and cadres to organize and lead the masses in meeting the targets and tasks they have set, and we have to rely on them to organize and lead the people to realize the great goal of building moderately prosperous society in all respects.

    Party cadres, particularly the leading cadres, generally are in leading positions of one kind or another. They wield the decision-making power for a certain region, department or enterprise or institution, specifically organizing and guiding the work in their respective jurisdictions and exercising a vital influence on the line of thinking, deployments and arrangements, progress and results of the practical work carried out in their respective jurisdictions. Whether they have resolutely applied the Scientific Outlook on Development or not, and whether or not they have the ability to plan for and promote scientific development will, to a high degree, determine the actual outcome of the application of the Scientific Outlook on Development in their respective jurisdictions. Application of the Scientific Outlook on Development requires the formation of a contingent of Party cadres who conscientiously apply the Scientific Outlook on Development and are capable of promoting scientific development. It requires that our Party cadres, particularly the leading cadres, have a correct attitude toward their performance in office, work honestly in accordance with the objective laws, diligently fulfill their tasks and ensure their performance stands the test of reality, the people and history. We should improve the ability of our Party organizations, leading bodies and leading cadres at all levels to apply the Scientific Outlook on Development and to develop Party organizations at all levels into stalwart upholders of the Scientific Outlook on Development, and mold our cadres into strong force working to apply the Scientific Outlook on Development to provide a powerful organizational guarantee for scientific development.

    Sixth, we should make more efforts to mobilize the people so they can participate in scientific development. 

    People create history and they are true heroes. It is the people who form the main elements in the promotion of scientific development. They feel closest to and make the most precise judgment on the true results of scientific development. We must firmly rely on the people for scientific development by soliciting ideas and proposals from the people for development and seeking their views and comments to discover problems that have cropped up in the course of scientific development, asking for their proposals on development measures, relying on their efforts to carry out tasks and trusting them to have good judgment on the actual results of our efforts to promote development. We must concentrate on increasing awareness of the Scientific Outlook on Development among the people so they can truly understand its actual requirements, letting them know what the results from its implementation will be, and what has to be done to meet its requirements in order to win the people’s support for scientific development from the bottom of their hearts and encourage them to actively participate. In this way, we will be able to muster the wisdom and strength of the people and the initiative of the entire society, thus forming a powerful unified effort to promote scientific development.

    *The important thought of Three Represents: The Party must always represent the requirements of the development of China's advanced productive forces, the orientation of the development of China's advanced culture, and the fundamental interests of the overwhelming majority of the people in china.
